EXEMPTION FROM THE CANADIAN AVIATION REGULATIONS SUBPARAGRAPHS 302.07(1)( a)(i)

Pursuant to subsection 5.9(2) of the Aeronautics Act, and after taking into account that the exemption is in the public interest and is not likely to affect aviation safety, I hereby exempt St. John’s International Airport from the requirements of subsections 5.3.16.1 and 5.3.18.1 of The Aerodrome Standards and Recommended Practices (TP 312, 4th Edition) made pursuant to subparagraphs 302.07(1)(a)(i)  of Part III, Subpart 2 of the Canadian Aviation Regulations, subject to the following conditions.

Subsection 5.3.16.1 Standard - Taxiway centre line lights shall be provided on an exit taxiway, taxiway, apron, and apron stand taxilane intended for use in runway visual range conditions less than a value of the order of 1400 ft (400 m), in such a manner as to provide continuous guidance between the runway centre line and the point on the apron where aircraft commence manoeuvring for parking, except that these lights need not be provided where there is a low volume of traffic and taxiway edge lights and centre line marking provide adequate guidance.

Subsection  5.3.18.1 Standard - A stop bar shall be provided at every taxi-holding position serving a runway when it is intended that the runway will be used in runway visual range conditions less than a value of the order of 1400 ft (400 m) except where operational procedures exist to limit to one at any time the number of aircraft on the manoeuvring area.

Purpose

The purpose of this exemption is to allow St. John’s International Airport Authority to operate in runway visual range conditions of a value of 1400ft  (400M)  to 600 ft (180 m) without providing taxiway centre line lights and stopbars on  taxiway serving Runway 11/29. 

Application

This exemption applies to St. John’s International Airport Authority.

Conditions

The exemption is subject to the following conditions:

  1. The airport shall publish the level of certification for the airport in the Canada Flight Supplement. 
  2. A Low Visibility Operations Plan (LVOP) shall be included in the Airport Operations Manual. Approved air operators shall be restricted to a standard taxi route to enter the departure runway only at the runway threshold end or alternatively to hold short of the low visibility runway in a remote holding position that does not intersect the departure runway.
  3. Surface Movement Radar (Airport Surface Detection Equipment (ASDE):
    1. During operations below 1200 RVR Navcanada air traffic control services shall operate Virtual Stop Bars with ASDE, and a dedicated controller shall be in place to monitor the ASDE.
    2. In the event of ASDE failure, low visibility operations shall be suspended and aircraft shall be restricted to one at a time on the maneuvering area.
  4. Vehicle traffic on the maneuvering area shall be restricted in low visibility conditions to only those that are essential to maintain safe airside operations (Wildlife Checks, FOD Checks, Runway Reports and Visual Aids Inspections).
  5. Runway Guard Lights:
    1. All runway and taxiway intersections shall be equipped with high intensity LED runway guard lights to aid in the location of all hold lines.
    2. All guard lights shall be inspected daily.
    3. Runway guard light outages shall be reported immediately to the tower.
    4. Low visibility departure taxi operations shall be suspended on affected taxiway or runway until corrective action is completed on the affected runway guard light.
  6. Pavement Markings
    1. All taxi centerline markings shall conform to the enhanced marking configuration as per National Exemption.
    2. All taxiway and runway hold lines shall conform to the enhanced marking configuration as per National Exemption.
  7. Lighted Mandatory Signs
    1. All airside signs shall be fibre optic lighted signs.
    2. All mandatory airside signage shall be inspected daily.
    3. Outages of mandatory lighted signs shall be reported immediately to tower.
    4. Low visibility departure taxi operations shall be suspended on affected taxiways or runways until corrective action is completed on the affected signs.
  8. Emergency Response Services
    1. Emergency Response Services shall be provided on a 24 / 7 basis.
    2. Emergency response personnel shall provide “Follow Me” services on request from a pilot or air traffic control services.

Validity

This exemption is in effect until the earliest of the following:

  1. NST at midnight on May 31, 2010.
  2. The date on which any of the condition set out in this exemption is breached.
  3. The date on which the exemption is cancelled by the Minister, in writing, where he is of the opinion that it is no longer in the public interest, or that it is likely to affect aviation safety.
